Introduction
The Diplomatic Institute was established on 24 February 1994. Initially it comprised two departments: Diplomatic Training and Forecasting and analysis, alongside the Diplomatic Documentation and Library service and the Historic and Diplomatic Archive. However, the initial departments and the Consultative Council, which had been intended to serve as the Ministry’s think-tank, were abolished and their duties were assumed by the Institute’s central structure and its Director. One directorate remains, resulting from the merger of the Diplomatic Documentation and Library service and the Historic and Diplomatic Archive.
Mission
The essential mission of the Diplomatic Institute is to “provide high-level training for diplomatic staff and prepare strategic analysis studies relevant to Portuguese foreign policy”. In particular, it has competence for the following:
- To organise and hold initial training, further training and refresher courses for officials of the diplomatic service, both as required by their professional code and as becomes necessary, and for other staff of the Ministry other than officials in consular posts;
- To promote, organise and participate in the organisation of courses, study cycles, seminars, meetings and traineeships on questions of particular interest to international relations;
- To foster research and studies in diplomacy and the interaction between domestic and international policy, so as to contribute to the defining and updating of Portuguese foreign policy;
- To undertake and promote research, studies and comment;
- To take steps to manage, conserve and keep up to date the Ministry’s documentation and library;
- To take the necessary steps to establish and make available the Ministry’s archives and museum collection.

Who the Institute works for
The main beneficiaries of the services provided by the Diplomatic Institute are the Minister of Foreign Affairs and the officials of the diplomatic service.
However, the Ministry’s departments and members of the public can gain access to most of the published studies, and to the seminars and conferences organised or promoted by the Diplomatic Institute working alone or in partnership with other bodies.
